The Northern Library is a newly documented Arctic Plains location tied to the Upgrade Shrine quest chain. It functions as a quest hub — not a farming zone.
Low visibility and high-level mobs surround Arctic routes. Travel with heals and party backup when first exploring.
How to Reach the Library
Prerequisite: Lv40+, Arctic Plains access via Precipice frozen door (Crocodile King Scale from Marsh).
From Everwhite Enclave safe zone, follow quest markers (hold C) toward The Northern Library entrance.
Inside: head to the back-right room to find Rose — she formally starts the Upgrade Shrine quest after Pratz's introduction.

Rose NPC — Upgrade Shrine Step 2
Rose is the quest NPC for Upgrade Shrine step 2. Without her dialogue, the Frostvein Crystal / Lord Nivis step will not progress.
After Rose, the chain sends you to defeat Lord Nivis for Frostvein Crystal, then Lady Hikari in the shrine cave, then Gelid Dweller.
